They have to do with character-set selection.
SS2 = Single Shift 2. Specifies that the next character is to be
interpreted according to the G2 table.
SS2 = Single Shift 3. Specifies that the next character is to be
interpreted according to the G3 table.
See ISO 2022 for a thorough explanation. See pp.289-290 of "Using MS-DOS
Kermit" for an overview of ISO 2022.
